This study examines the continuity of Russian policies during the early modern period in the midst of constant change. The author analyzes how Russian rulers from Ivan III to Catherine IIâ€"along with their hub advisorsâ€"managed to sustain a balance between the two in seeking solutions to problems the country faced.
