Analyzes the ethical aspects of early Pali (Theravada) Buddhism and proposes that the Buddhist Sangha is a workable paradigm for an ideal society. The governmental aspects of the Sangha, conflict and its resolution, are also discussed, in the light of Buddhist ethical principles.
