Analyses the European Convention's successes and failures. This work explains how the Constitution would strengthen the EU at home and abroad. It suggests how the Union could emerge from its political crisis by undertaking a judicious renegotiation of the Constitution designed to overcome the difficulties surrounding the ratification process.
