Most Western democracies have few or no people serving life sentences, and research suggests that maximum sentences of twenty years for all but the most heinous crimes are just as effective. In fact, harsher sentences have been shown to have little effect on crime rates, and a broad body of research demonstrates that people “age out” of crime, meaning that we’re devoting significant resources to incarcerating individuals who pose little threat to public safety. Such extreme punishment for serious crime also has an inflationary effect on sentences across the spectrum, helping to account for severe mandatory minimums and the criminalization of minor offenses.
